The Provincial Education Leadership and Governance Program (PELGP) of the Bridging Leadership Institute is designed to strengthen provincial governments' leadership and governance capacities, education stakeholders, and community partners to drive systemic and sustainable improvements in education outcomes.
Built on the principles of Bridging Leadership, PELGP fosters multi-sectoral collaboration at the provincial level to address deep-seated education inequities, ensuring that every child has access to quality learning. The program is inspired by the Provincial Leadership and Governance Program (PLGP) of the Zuellig Family Foundation, which has successfully transformed health governance in the Philippines.
Program Objectives
The PELGP aims to:
Strengthen provincial leadership for education governance by capacitating governors, provincial education officials, and local school board members in data-driven and participatory decision-making.
Enhance school division leadership through training and mentorship for division superintendents, district supervisors, and school heads.
Foster province-wide multi-stakeholder collaboration by engaging local governments, the private sector, civil society, and education advocates in co-creating solutions for education challenges.
Institutionalize provincial education policies and strategies that align with national education priorities and ensure long-term systemic improvements.
Scale innovations in education service delivery by leveraging technology, provincial resource mobilization, and localized interventions.
Core Components
The program follows a three-phase iterative process:
1. Provincial Leadership and Governance Development
Training on Bridging Leadership for governors, provincial education officers, and school division leaders.
Workshops on adaptive leadership, education financing, and policy innovation at the provincial level.
Development of provincial education governance roadmaps.
2. Strengthening Multi-Sectoral Provincial Partnerships
Establishing Provincial Education Governance Councils (PEGCs) composed of provincial government leaders, Department of Education officials, business leaders, and community representatives.
Facilitating education policy dialogues at the provincial level to align programs with national priorities and Sustainable Development Goals (SDGs).
Enhancing coordination between provincial and municipal education stakeholders.
3. Implementation and Continuous Learning
Coaching and mentoring for provincial leaders to implement governance strategies.
Benchmarking visits to high-performing provincial education systems.
Data-driven decision-making support, with periodic monitoring and evaluation.
